This decree specifies the conditions and qualifications that must be met by every company, institution, or office wishing to be registered on the list of competencies and classification, to be accepted to participate in the implementation of some tenders related to public works or consultancies related to public works, which require special competencies.

The decree applies to public administrations, municipalities, independent establishments, and public institutions, and it can be applied at the request of the Minister of Finance, by a decision of the competent minister, on private institutions that collect from the state or municipalities at least fifty percent of their revenues.
